hey there,
The artitst name is Rod Northcutt, an ichthyoflotsamologist from Texas, and it also guides one to the types of plastics found in the East River--all of the fish are made from those plastics, also gathered at the site in the water.

It's a guide to the kinds of fish that are in the water there. Once again, I forgot to take a photo of the plaque and get the artist's name :(
